Situation

The Maryland First PAC is an Independent Expenditure vehicle set up and managed in Maryland by Scarlet Oak Strategies. Maryland First works to elect candidates at the state, county and municipal level with both a SuperPAC and a 501c4 arm of engagement.

Campaign

Scarlet Oak Strategies managed all elements of the work, including:

  • Legal setup and management of the PAC and c4.
  • Fundraising, research, polling & targeting.
  • All compliance and reporting.
  • Field and political outreach.
